Oakdale has a documented history of basement flooding tied to its lakes. According to the Valley Branch Watershed District, new neighborhoods in Oakdale, Maplewood, and Lake Elmo's Tri-Lakes area flooded in the late 1960s after several rainy years raised the area's landlocked lakes. Those lakes had no natural outlet. After 103 residents petitioned, the watershed district was formed in 1968. Its outlet project, finished in 1987, connected the lakes to a storm sewer along I-94 that drains to the St. Croix River.
That system protects neighborhoods from lake flooding, but groundwater still rises in wet years. The watershed district notes that 2011–2020 was one of the wettest decades on record, and emergency pumping was needed in 2020 to protect homes. If your basement takes water in wet springs, look at drainage and your sump before assuming a structural problem.
