Woodbury is one of the newest cities in the East Metro. According to the Census, 86% of its homes were built in 1980 or later, and only about 3% before 1960. The city incorporated as a village in 1967 and grew from about 10,000 people in 1980 to more than 46,000 by 2000, following I-94 and I-494. So many of the oldest basements here are now 40 to 45 years old, which is when original sump pumps, drain tile and grading start to show their age.
